Unavailable or incomplete sources remain visible as limitations rather than being filled with invented values.

How to read a report
- Read the evidence and limitations before relying on the headline decision.
- Treat lower coverage as a prompt for manual validation, not as a hidden negative score.
- Do not compare reports as if every domain had identical data quality.
